Christopher Sims graduated from Texas Tech University in 1994 with degrees in English and Political Science. In 1996, he earned a Master of Public Administration degree from Texas Tech.

Sims began working for the City of Dallas in 1997, and was quickly promoted to the office of the Mayor and City Council. He spent the next three-and-a-half years working on a variety of important issues helping to shape the city. In 2000, Sims accepted a position with the Arlington Police Department. He was the sole Police Policy Analyst and Accreditation Manager. In his seven-year tenure, he led two successful national accreditation on-sites and served as a valuable member of the department's leadership team. In September 2007, Sims accepted his current position with TDA.
