Stephen graduated from Texas A&M University with a B.S. in Animal Science. He began his career with the Texas Department of Agriculture as a Regulatory Inspector in the Houston Region. In 2000, Stephen moved to the Austin Headquarters as a Regulatory Program Development Specialist, and later moved into the position of Coordinator for Weights and Measures.  Thereafter, he was promoted to Regulatory Programs Branch Chief, where he was responsible for overseeing many of the department’s consumer protection programs.   

In 2008, he promoted to Director for Regional Operations, serving as liaison for the Deputy Commissioner and TDA’s Regional Directors.    

In September of 2011, the Pesticide and Regulatory divisions were merged into a new Agricultural and Consumer Protection Division, and Stephen was named Administrator for Consumer Protection.  

Over the years Stephen has served many associations, including the Board of Directors for the National Conference on Weights and Measures.  His expertise, knowledge and hands-on experience, are great assets to the department’s consumer protection activities.
