Contracting with the Texas Department of Agriculture (TDA)

State procurements and contracts are governed by law, statutes, rules, regulations, policies, procedures, and guidance manuals. Certain other state agencies also have statutory authority over aspects of all types of state purchasing and contracting, such as the Statewide Procurement Division (SPD) division of Comptroller of Public Accounts (CPA), the Department of Information Resources (DIR), the Legislative Budget Board (LBB), and the Office of the Attorney General (OAG). TDA will adhere to all applicable statutory requirements published in the Texas Government Code (TGC) and Texas Administrative Code (TAC), the Texas Procurement and Contract Management Guide, and all other required policies and rules.

2025

November 30, 2025, Procurement Plan-Texas Government Code §2155.132(c) and Texas Administrative Code §34.20.82 require the Comptroller to monitor the purchasing practices of state agencies with delegated authority.

Contracts Exceeding $100,000 in accordance with Texas Government Code, Title 10 Subtitle B, §2054.126(d)
Interagency Contracts Exceeding $10 million in accordance with Article IX, Section 17.12 of the 2022-23 General Appropriations Act); TDA currently does not have any contracts that fall under this requirement.
Required Posting of Certain Contracts Pursuant to Texas Government Code 2261.253(SB 20,84R); to comply with the requirements for transparency in state agency contracting and procurement, this process is ongoing, and the data will be updated regularly upon availability.
