Egg Quality Program

The mission of the Egg Quality Program is to ensure that the eggs sold to Texas consumers meet TDA’s quality standards.

The Egg Quality Program:

  • Inspects eggs at packing plants, distribution centers, and retail outlets.
  • Licenses people and businesses that participate in the Texas egg industry.

Who needs an Egg License from TDA?
  • Egg Dealer-Wholesaler
    A person engaged in the business of buying eggs from producers or other persons on his own account and selling or transferring eggs to other dealer-wholesalers, processors, retailers or other persons and consumers. A dealer-wholesaler further means a person engaged in producing eggs from his own flock and disposing of any portion of this production on a graded basis.
  • Egg Processor
    A person who operates a plant for the purpose of breaking eggs for freezing, drying or commercial food manufacturing.
  • Egg Broker
    A person who never assumes ownership or possession of eggs, nor changes the grade or pack of eggs, but is engaged in the business of acting as agent, for a fee or commission, in the sale or transfer of eggs between producers, or dealer-wholesalers as sellers and dealer-wholesalers, processors or retailers as buyers.

Who does NOT need an Egg License from TDA?
  • Retailers
    A person or business that sells eggs directly to consumers.
  • Restaurants
  • Individuals
    Individuals who sell un-graded eggs from a personal flock to the end user. If you sell graded eggs from a personal flock, then you DO need an Egg License.

Reporting for Texas Egg License Holders
  1. In-State License Holders
    Reports are due the 10th day of the month following the end of the reporting period.  Reports not received following this schedule may result in your license being noncompliant.
    • Quarterly Egg Report--For licensees purchasing and selling graded eggs only (NO inspection fees due).
    • Monthly Egg Report--For licensees who first establish or change the grade of the egg.

    MONTHLY REPORTING SCHEDULE:
    Monthly reports are from the first calendar day of the month to the last calendar day of the month. If no inspection fees are due, please email completed reports to EggQuality@TexasAgriculture.gov.

    If inspection fees are due, please mail completed reports and check or money order payment to:

    QUARTERLY REPORTING SCHEDULE:
    Email completed reports to EggQuality@TexasAgriculture.gov.
    1st Quarter: September 01 - November 30
    2nd Quarter: December 01 – Last day of February
    3rd Quarter: March 01 - May 31
    4th Quarter: June 01 - August 31

    REPORTING FORMS:
    • REG-202 Quarterly Egg Report--For licensees purchasing and selling graded eggs only (NO inspection fees due).
    • REG-203 Monthly Egg Report for licensees who first establish or change the grade of the egg. An inspection fee of 4 cents per case is due.
    • REG-205 Schedule A - Complete this form to list additional Suppliers/Producers from whom eggs are bought or produced.
    • REG-206 Schedule B - Complete this form to list additional Breaker/Other Dealer-Wholesalers or Texas Dealers/Firms to whom eggs are sold.
       
  2. Out-Of-State License Holders
