The State Urgent Need (SUN) Fund addresses disaster-related damage to public infrastructure and utilities, including repair, replacement, and mitigation measures. The SUN Fund is available for natural disasters and events that are not eligible for federal disaster assistance.

Eligible Applicants:

Eligible applicants are non-entitlement local governments not participating or eligible to participate in the entitlement portion of the federal Community Development Block Grant Program (CDBG).

Disasters that have received a Presidential declaration of disaster, or for which the Governor's Request for Presidential Disaster Declaration has been submitted/is pending, are not eligible for SUN funding.

Eligible Activities:

SUN funding is available to repair, replace, rehabilitate, or improve public infrastructure impacted by a natural disaster, including mitigation measures appropriate to the project. Funds cannot be used for:

Repair costs covered by insurance or other funding sources
Temporary improvements
Redundant or backup systems
Repair of residential or commercial properties
Application preparation costs

Award Amounts

Minimum: $100,000
Maximum: $500,000

Evaluation and Selection

Determine and prioritize what needs assistance by requesting Texas Department of Emergency Management for a Preliminary Damage Assessment.

For Drought funding, your community must be on the Texas Commission on Environmental Quality 180-day list.

Email Christian.Campbell@TexasAgriculture.gov to request a preliminary call. After the call with TDA has been completed, an application may be initiated for your community. Applications are first-come, first-served. Applications for safe drinking water and debris removal received before 8/31/2025 will be funded before other applications are considered.
