The Open Meetings Act (Tex. Gov't Code, ch. 551) provides that meetings of governmental bodies be open to the public, except for expressly authorized executive sessions. Both state and regional agencies file notices of open meetings with the Texas Secretary of State's office. State agencies are governmental bodies with statewide jurisdiction. Regional agencies are agencies with jurisdiction of four or more counties. Except in cases of emergency or immediate public necessity as defined in the Act, open meeting agendas for regional governmental bodies will be posted at least 72 hours prior to the meeting. Agendas for bodies with statewide jurisdiction will be posted at least seven (7) days prior to the meeting, also with exceptions for emergencies and immediate public necessity.
