Wednesday, February 11, 2026, Texas Ag Commissioner Sid Miller today issued an emergency quarantine on the two-spotted cotton leafhopper (aka cotton jassid, Amrasca biguttula) to safeguard cotton, nursery, and ornamental sectors.
