TDA's Structural Pest Control Service licenses and regulates pest management professionals who apply pesticides in and around structures.

SPCS Mission: SPCS will provide exceptional customer service to the public and the industry, enhance the educational and professional standards of license holders, and ensure the health, safety and welfare of the public.

IMPORTANT SPCS UPDATES: 


• TDA has posted the updated ALS-1101 to be used for all policies effective on or after January 1, 2024. All policies with an effective date on or after January 1st must be on the updated ALS-1101 (revision date 11/01/23). Please find the ALS-1101 on our SPCS Forms page. The previous ALS-1101 form will be available for a limited time for policies effective ON OR BEFORE December 31, 2023.

• For all Technicians testing to add a category on or after January 1, 2024, a completed SPT-415 must be submitted prior to testing. Please find further information on our How to Schedule SPCS Licensing Exams & Forms. The SPT-415 must be on file to have the license issue in the category. If a SPT-415 form has not been submitted and filed, the Technician will be sent a pending letter to submit the Verifiable Training Record to have the license issued.

• TDA has filed for adoption the rule changes related to the Structural Pest Control Service proposed on September 30th. The rules were effective January 16, 2023. All rules will be immediately implemented except for the insurance minimum increase and the requirement for licensed Technician to do forty (40) hours on-the-job and eight (8) hours classroom training prior to adding a category. These two rule changes will be fully enforced on January 1, 2024. Please see the rule adoption from the Texas Register beginning on the 2nd column of page 1.

• The Official Texas Wood Destroying Insect Report (WDIR) SPCS/T-5 has been revised. The form was released in September 2019 replacing the SPCS/T-4 version of the form. This version used the term “Hardie-plank” in section 5B under the selections for siding. After feedback from licensees, we have revised the Hardie-plank to reflect “Fiber-cement board” due to the previous term being a brand name (i.e. Kleenex vs. facial tissue). As a result, the SPCS/T-5 has a revision date of 9/1/20. Licensees may use SPCS/T-5 with revision dates of either 9/1/19 or 9/1/20 (only the 2020 version is available on our website). As a reminder, the Texas Official WDIR form is a prescribed form and no revisions or omissions are allowed. Please do not add logos to the report. 

• Apprentices must be registered within 10 days of beginning training and employers must indicate the day they began training in the date of hire field. Please note apprentice registrations submitted more than 10 days after the date of hire will result in the date of hire not being accepted as the effective date of the registration.  All on-the-job and classroom training must occur during the apprentice registration period and apprentices must take and pass the Technician exam prior to the expiration of their Apprentice Registration. If an apprentice is unable to take and pass the Technician exam/s during their apprentice registration, they will be unable to have a technician license issued. Apprentices unable to pass the Technician exam prior to apprentice registration expiring, will need to re-register as an Apprentice, redo all OJT & classroom training (other than the Technician Training Course, if completed) to continue working and submit a new SPT-420 application to take the Technician Exam.

• TDA will allow for Department approved CEU courses and Technician Training Courses to be given as a web-based interactive course, where the audience can ask questions of the instructor, exchange information, etc.  The Department must be notified ahead of time of any web-based interactive course, and we must be provided with web access to the course in the event we are able to monitor the course. Course providers are responsible for adhering to all other rules such as establishing procedures for verification of completion, including accurately recording participant attendance throughout the stated class length, etc.

•Need to apply for an Apprentice to take the Technician exam? Please see our page on how to schedule a licensing exam here. Please do not submit another apprentice registration. Apprentice applications submitted in error will not receive a refund. 

Reminder to Certified Applicators: CEUs must be completed each calendar year (except the first calendar year your license is issued).Please complete all required Continuing Education Units (CEUs) by December 31st. CEUs can be completed every year via in-person and online webinar CEUs with a live, interactive speaker. CEUs may only be completed via self-study (on-demand) online every other year. Please see our CEU Search page to find approved courses. CEU Extensions for those who did not complete their annual CEUs will be considered only for those who self-report the deficiency. CEU Extensions for significant medical hardship or military deployment are considered but will need support documentation

 

Pre-Construction and Structural Fumigation Notification System

Beginning January 9, 2018, all pre-construction and structural fumigations notifications and cancellations must be made using the designated electronic notification system. This electronic notification system utilizes a form that can be completed using either a computer or a smart phone to alert TDA of a pending fumigation or pre-construction termite treatment. Notifications made via phone, fax and email will be accepted up until September 1, 2018; however, we encourage you to use the electronic system as soon as possible.    

This system has been an option for pest control operators to notify TDA since September 14, 2015 and will take the place of all phone, fax and email notifications.

Important Note for business license renewals:

Current insurance and a renewal fee must be received by the license expiration date to avoid a business license lapse. If the fee and/or insurance is received after the expiration date, the business license will be expired. Licenses are renewable until the anniversary of the expiration date a year later (ex: expiration 12/31/2019 renewable until 12/31/20). Paying a late fee penalty does not allow the business to operate until the license is renewed and issued.
